Static Authorization Is Not Enough for AI Agents

 

TL;DR

AI agents now act autonomously across systems, data, and APIs, but authorization models still assume slow, human-driven actions. Static permissions cannot evaluate why an action is taken or whether it aligns with risk and policy. Intent-based access control adds purpose to authorization decisions, turning authorization into a real control plane for governing agentic AI safely and at scale.

In a recent conversation with a security team rolling out agentic AI workflows for their customer support, someone asked a deceptively simple question:

 “If our agent is allowed to query customer data and allowed to send emails, how do we stop it from combining those two in ways we never intended?”

They already had permissions in place. What they didn’t have was a mechanism to evaluate whether using these permissions on a given occasion was aligned with policy, compliance, or business intent. That gap made it clear that the issue wasn’t access. It was intent. And without runtime authorization capable of evaluating that intent, even fully authenticated and properly provisioned identities can produce outcomes that violate compliance policy, data governance rules, or least-privilege principles.

The Problem With Static Authorization

Traditional access control frameworks, such as role-based access control (RBAC) and static permission models, were originally developed around two core questions:

  • who is requesting access,
  • and what resource is being accessed.

These models assume that once access is granted, the human user operating with it will behave appropriately and within expected bounds, and that the action’s purpose aligns reasonably with governance policies.

In contrast, agentic AI systems do not perform single, isolated actions. They operate across multiple systems, retrieving data, calling tools, and chaining decisions together with little human involvement. They are built to reason, plan, adapt, and execute multi-step workflows, which is fundamentally different from traditional prompt-response models.

These autonomous capabilities introduce operational and security challenges that traditional authorization models were never designed to evaluate. As a result, simply granting permission based on identity and resource is no longer sufficient to address questions of intention, outcome, or risk.

Why Access Permissions Alone Are No Longer Enough

In traditional frameworks, permissions are treated as binary and static: a user or service is either allowed to perform a given action or not. But in an environment where AI agents operate at machine speed and pursue goals that span systems, simply asking whether an action is allowed is no longer adequate. Organizations must now ask a deeper question:

  • why is this action being performed,
  • when,
  • and for what purpose?

In agentic environments, these questions must be evaluated in runtime, not during provisioning, and not during periodic access reviews.

 A recent survey of IT and security professionals found that 96% of respondents view AI agents as a significant security risk, yet nearly all organizations plan to expand their use of them within the next year.  The same research found that 80% of organizations reported instances where AI agents have acted beyond their intended scope, such as accessing unauthorized systems or sharing inappropriate data.

What is striking about these findings is the degree of visibility and governance gap: only 54% of those surveyed claimed to fully understand the data their agents could access, and just 44% reported having formal policies governing agent behavior.

In this context, permissions are a blunt instrument that cannot capture the nuance required to evaluate whether an agent’s actions align with organizational policy, regulatory requirements, or risk tolerance.

Intent-Based Access Control

Intent-based access control introduces a new dimension into authorization decisions: purpose. Rather than solely asking whether an agent can perform an action, intent-based models evaluate whether the action should be allowed given the agent’s stated or inferred objective, the current context, and the expected outcome. This approach aligns access decisions with enterprise intent and policy in a dynamic, contextualized way.

This concept is not purely academic. Leading risk and governance frameworks, such as the NIST AI Risk Management Framework (AI RMF), emphasize the need to extend governance and risk evaluation to all levels of AI systems, beyond traditional human-initiated models, explicitly acknowledging that effective AI governance must account for both technical behavior and organizational oversight.

While NIST does not prescribe specific access control mechanisms, its foundational principles reinforce the notion that risk management and governance must evolve alongside technological capabilities and that organizational controls must explicitly account for novel behaviors introduced by autonomous systems.

This evolution from legacy static permissions to dynamic, purpose-aware authorization is a redefinition of how organizations express control over machine autonomy.

Permission, Context, and Intent: How They Differ

To clarify why intent matters, it is useful to distinguish three layers of authorization reasoning:

1. Permission (Can?)
Traditional models determine whether an identity can perform an action. These approaches answer capability questions (yes or no), but they ignore situational nuance and purpose.

2. Context (When and Where?)
Context-aware controls enrich permission decisions by incorporating environmental and temporal signals, such as the agent’s runtime environment, time of request, or sensitivity of the data involved. Context improves precision but still does not evaluate purpose.

3. Intent (Why?)
Intent-based authorization adds a purpose layer: why is the agent performing this action, what outcome is it seeking, and is that outcome acceptable under organizational policy?

Where permission and context focus on capability and conditions, intent evaluates legitimacy. It tells us not just that an action is possible or permissible under certain constraints, but whether that action aligns with a desired purpose.

This means that authorization decisions move from static yes/no evaluations to multidimensional assessments that consider identity, context, and purpose simultaneously. When intent is incorporated into the authorization plane, organizations can enforce access decisions that are aligned with business objectives, risk tolerances, and regulatory expectations. This is the foundation of policy-based access control (PBAC) designed for zero standing privileges in agentic AI environments.

Why Intent-Based Authorization Must Become the Control Plane

Intent should not remain buried inside prompts or AI model instructions that are advisory at best and unenforceable at worst. Prompts are part of how agents are guided, but they do not govern behavior across systems in a way that security controls can act on.

Authorization, by contrast, is inherently enforceable: it is where policies are translated into decisions that allow or deny actions. By elevating intent to a first-class input in the authorization layer, organizations create a control plane that operates independently of specific AI frameworks or models, enabling consistent governance regardless of underlying technology.

This reframing aligns with emerging best practices in secure AI adoption. For example, modern enterprise risk assessments for agentic systems explicitly call for updated risk taxonomies that account for autonomous decision-making, and governance frameworks that define clear ownership, oversight, and accountability mechanisms.

In doing so, authorization becomes less about hardening infrastructure around static enclaves of access and more about governing purposeful activity in real time.

The Question That Ultimately Matters

The future of agentic AI safety will not be determined by how intelligent models become, but by how well we govern why they act.

If authorization continues to treat autonomous agents as mere service accounts with static entitlements, then organizations will abdicate meaningful control in favor of unbounded automation. By elevating intent into the core of authorization, enterprises can ensure that autonomy serves strategic goals without overrunning risk tolerances or compliance obligations.

As agentic AI becomes more pervasive and more capable, the organizations that thrive will be those that treat authorization as the foundational discipline for governing autonomy, and ask themselves the following question:
